Not to seek their peace in a war
שלא לקרוא שלום לעמון ומואב בתחילה בשעת מלחמה כשאר גויים
The verse · Devarim 23:7
לֹא־תִדְרֹשׁ שְׁלֹמָם וְטֹבָתָם כׇּל־יָמֶיךָ לְעוֹלָם
“Thou shalt not seek their peace nor their prosperity all thy days for ever.”
The Rambam’s words
Not to make an offer of peace to Ammon and Moav at the outbreak of war, as is done for other nations, as [Deuteronomy 23:7] states: "Do not seek their peace and welfare...."
